Ok, so long story short, as part of this big research project I have been given the enviable job of defining 'terrorism'. Suffice it to say that everyone and their mother has their own definition (save the USA, which refuses to give a definition). So just thought I'd ask: What does 'terrorism' mean to you? What is and is not terrorism? Got any nice sources to back up your definition?

Partisans are of terrorists of the winning side. Nothing new.
No, let's try a different approach : Partisans are resistance fighters who fight other armed fighters.
Terrorists are targetting almost exclusively civilian population.
