Ok... I was wondering about this when I was playing on my XBox. Now I've got the Ten Pace Boots again on PC... And, well, the same thing happens.
My feet disappear.
That's right. The entire foot section disappears, up until about halfway up the shin. Now, it's pretty cool to see your character with no feet and 'levitating' above the ground, but... why does it happen?
And if you're wondering, the Ten Pace Boots are worth a whopping 140,000 gold. The location is below incase you decide to try them out for yourself.

I'm pretty sure this is a known bug in the game. The designers must have left out a texture, so the boots don't show up when equiped. Since you're now on a PC, you can check over at Morrowind Summit. I know that they have at least two fixes for this problem. One gives the boots the appearance of Netch leather boots and the other gives them a daedric look. There may be others floating around.
