yepp...u'll need tha staff of peace...i think Aryon will give the quest that u'll get it... but the thing that u'll use that staff for(actually i know what it is but i don't want to spoil anything again:erm: ) , i mean the fast eddy thing and the stronghold process possible without tribunal??? (damn!!! i still just can't release myself out to get it:grr:...)

The Dumac topic looks like it appears when you speak to a Mouth about 'Nerevar'. It's not related to a quest, it's just some information about Dumac. And yes, it should only be shown when you are speaking to the Telvanni.
