I'm playing on Xbox... while waiting for stronghold to advance to Wizard in House Telvanni, I keep doing Aryon's quests. I'm told to get 3 Redoran votes to overturn the monopoly.
Try #1: Sarethi agrees, I convince two others with an appeal to fairness. Go back to Tel Vos: nada. Look in my journal there is an entry noting the agreement from second two, but not from Sarethi. No problem, go talk to Sarethi again... he says "I've already given you my support" still no journal entry.
Try #2: Get the agreement of all living Redoran Councillors (including Marvayn in the temporary house). Go back, nada... more than 3 votes, no Sarethi entry, but still more than is needed.
Try #3: I decide to wait to ask Aryon about it until my stronghold is done, in case it thinks I should already be at wizard before completing... nothing doing.
Anyone know of this as a bug, like don't ask for the quest until you have a stronghold, or you have to do it before you do the hortator quest and/or the duel w/Venim?
No console cheat/workaround on Xbox, so I either have to go pretty far back, or punt on finishing Telvanni. If anyone knows the trigger it might be worth going back, but I hate the idea of going through hours of multiple redos for every crash and for a big overall redo... makes it hard to remember what you really have finished.

Yeah, tell me about it. Total immersion... uh, not unless it's immersed in rebooting. Sometimes like being immersed in boiling oil. The hardest thing late in the game is figuring out how often to save. Too much=lots of watching the little blue progress bar and no flow. Too little='Press A to retry' I wish there was a hack to just say "Press A now you're #$%#%ed." At least I might laugh every now and then. Still, I enjoy it enough to slog through. :p
