Alright I've completed all the ashlander neverarine quests, I've done 2 of the main houses.

I'm on Telvani now I've gotten 3 people to agree so far. Now I'm on this guy in Tel something... Now I apologise for sounding like a newbie but my wife is on the television and wont let me get on to check the names involved.

I'm sure you'll understand the scenario in a second.

I admire him up to 100 disposition. I talk to him about becoming horator and he says let him think about it. I let him do so and then when I talk to him he says he'll never name me horator.

Now how do I fix this problem, I did a search and I thought I found a thread on this but I'm not 100% sure so if you don't mind replying please do. If you do mind replying just be silent and ignore this thread.

The guy you are refering to is Gothren. You have to kill him, but don't worry, that's the only reason why he's needed. ;)
