In the military, esp as a mere E2, if you just wanna do entry level idiot type grunt work, like KP, all ya gotta do when the E3 or above finishes giving you instructions is drop your jaw, make eye contact & say, "Huh?" Works every time.
Which is kindasorta, hell, azackly!, where I'm at w/many of these damnable 'cast when used' magical items.
Equip an enchanted/magically enhanced weapon & enjoy the bennies.
Consume a potion - 'instant effect'.
Whip on the 'constant effect' Boots of Blinding Speed' & away we go.
Engage/equip a 'cast when used shield' & it's there-but-outa-sight 'til you block, so it's kind of 'automatic' but always functional w/o any extra effort.
Anyway, some of this stuff just happens & is virtually "Huh?" proof. But I've a levitation shortblade weapon (Steel Blade of Heaven? or some such), 2 pairs of Dwemer Boots of Flying & 1 pair Apostles Boots of something or other, all of which provide one degree or another of Levitation - if I can ever figure out hth to cast them! - which, to date, I am unable to do.
I've used the shortblade to kill a dreamer or three & nobody levitated, neither them nor me, & the lev boots may as well be back in Daggerfall for all the good they're doing me.
Use the quick load 1-9 keys, select the appropriate #, engage 'R', left click & nothin'. (This works as splained in the manual w/Scroll type stuffs.) Drop them on my char's paper doll image & nothin'.
PLZ! WTH am I doing wrong? Sure would be some useful toys if I could only figure out how to use 'em. Until then, they're as frustrating as a Ferrari out of fuel. TIA.

ok well
i use the steel blade of heaven a bit...
just select it like you would a spell
hit whatever key u got assigned to bring all the menus up (tab i think by default, i changed all my keys around, so mines Q)....
there should be that window which shows u what spells u have and the cost/chance of it and it also lists all the scrolls u have and what enchanted items u have... the items you are wearing are usually highlighted...
just click on the entry of 'steel blade of heaven'... now you should see that both those little windows at the bottoms switch to the steel blade of heaven icon...
hit R (or what ever the key is that makes u raise your hands ready to cast)
and then left click...
at this stage u should be levitating..

I don't know about everyone else but i struggled to follow what you were actually trying to say...
Question - "How do i 'cast' the enchantment of 'cast when used' item?"
Answer - "Right click and bring up the menus. Scroll down and click on the name of the item; once selected the item's name will turn blue. Right click again out of the menus to bring you back into the game. Press 'R' (ready magic key) and left click to cast the enchantment."

This suggest to me that you believe once you equip a 'cast when used' enchanted shield you believe the enchantment is cast every time you succesfuly block an attack - this is not the case. The enchantment only casts when you follow the steps i gave you above.
In other words 'cast when used' items (be they shields, weapons, clothes, rings or anything else) are cast exactly in the same way as scrolls.
Constant effect enchantments are cast as soon as you equip them with an unlimited duration.
Cast when strike enchantments can only be found on weapons - the enchantment casts itself as soon as you hit an enemy with the weapon.

Red & wun, TYVM! gentelemen. This game is just way too complex for we simpleminded folk.
wun, The how-to worked. So now I've got lev tools. Still unclear about 'what's equipped & active' but my ignorance is gonna have to be blissful.
Red, My confusion is of such a dimension that I don't even know how to phrase the question. I mean, some of this gear, you just don it & get the shazam light show. My guess is most of these magical/enchanted properties are wasted on me & not being properly/optimally utilized by my character. The prob's likely outside the screen & in the chair but I find the UI confusing & hiding more than it's revealing.
Anyway, thx for the help.

Hrm... does that mean you're still even a little unclear, jstnomega? Here's a quick rundown of what each way of casting does. Also, these assume no plugin has done anything fancy to bend the rules:
"Cast once": Scrolls only. You select and cast it like Red & wun said, above, and it disappears after that one usage.
"Cast when Used": This means that when you, the player, do like wun & Red said, above, then it'll get cast.
"Cast on Strike": As Red said, only weapons can have this kind of enchantment. When you hit a critter or NPC, the spell effect(s) are cast.
"Constant Effect": Always on, as long as it's equipped. Doesn't work so well for any spell effect that doesn't target 'Self' ;)
(I believe WK posted something like this awhile back, but it's faster to type it out than search in this particular case)
