Each individuals define its own moral values. Most people just follow the moral values of other people around them, but some don't. afaik the public hair thing is to do with ideas about hygiene.
I'll wager that many religious and state leaders (and just about everyone actually) had very young wives back in the day SD. That we have different ideas about it now is not a reflection on the practice. If you were around then you'd have done the same.
