I didn't actually end up reinstalling (not yet, anyway). I downloaded (http://members.home.nl/m.r.visser/DXIW_Sound_Drone_v1.0_BETA.exe), which was the only link I could find to any version of Sound Drone. Google searching turns up nothing useful that I can see. Is there a different file I should be getting?

This, combined with the fact that T3 will never play any sounds (not even the OMs) leads me to believe that my original diagnosis is correct. But please do prove me wrong. :)
