I have updated my post above. Don't know whether one receives an e-mail if a post is edited (but no new post is added to the thread), so I thought I should write this. Okay, I just found out that my XP installation needs the changes made in the "ControlSet001" branch instead of the "ControlSet002" one. Of course, if you have a "ControlSet003" branch, you might try changing that one as well.
... and by the way, maybe the long part of these branches, the one beginning with "8383" and containing numbers and a few characters, is different for every video card as well. Just a thought.
And if all that does not work and you want to upgrade, look for a card which fits your computer and then ask whether that one displays proper fog or not. I bet at least bikerdude can tell you that. This guy seems to be a living graphics card database...;)

most p3 boards should have an agp universal slot-in that case,I would suggest a radeon9550/9600 (128bit!),they are cheap as dirt (bought one 9550 few months ago to keep as a spare for $9) and with the latest drivers (7.12 and newer,if memory serves),they display fog right out of the box.
some older geforces (gf3/4) are probably ok as well,but you will have to find someone who can take you through the nvidia driver hell safely..
an agp universal slot (no keys inside,accepts any agp graphics card.if your agp slot looks different,you may need to do a small research on agp compatibility before buying a new card):

I just got a Sapphire HD4650 low profile and
finally have fog in Vista64 without any tweaks. (
http://www.ttlg.com/forums/showthread.php?t=128546) Here's my joyous fog thread. What Biker told me is that in Vista, the HD series cards seem to be the ones which give you the best chance at getting fog in T2.

Yaldabaoth: You may try to use (
http://rapidshare.com/files/275489054/ATIFog.zip.html) my tiny ATI Fog utility which has been written for such a case a few years ago. Extract it from an archive into Thief 2 folder and run just once. After that the game's fog should be ok.
