I played the mission on Normal now, with the DML that was once published. NewDark version is 1.27.
I found no way to reach/free the urchins, so I proceeded near the ritual place.
I placed the golden skull onto the plaque of the large tomb in the ritual area. The iron gate before the area with two tombs opened, and after a while, I was able to place skull and Sarah where they should be. Garrett was teleported above the ritual arena, and a fight between some people started. I waited until only a few remained and no fighting took place anymore, then used the blackjack on the survivors. Nothing else happened. Travelling through the sewers and back again via the North Hall also yielded nothing. So I proceeded to the urchins' rescue... or at least I tried.
The door with the keeper symbols behind which the urchins are can be opened with a small lever to the right of the door. I overlooked that lever several times. Once I pull the lever, the door opens. Apparently, the urchins should thank Garrett, tell him to leave, and then leave themselves, but that did not work for me. After some back-and-forth switching of the lever, the urchins ran out of the room towards and across a wooden bridge, then returned and thanked Garrett, and entered their cell again. The objective to save them did not tick off. More fiddling with the lever closed and opened the door again, but the urchins felt no urge to leave.
On a wooden ledge above the area with the water near the ritual place, a female with burning hands stood. She could be knocked out but I found no way of killing her. She ignored Garrett.
I guess the end of this mission is hopelessly bugged. Maybe one has to stay away from the urchins until the fight is over. Or maybe one may not even try to put Sarah on the wrong tomb before or in the tombs area. I don't know.-shrug-

baeuchlein, to get to the children and release them, you need to climb up the green ramp that is very steep. This ramp is accessed from the clearing floor. It leads to a ledge and into a short tunnel-like path. The children are in a jail cell, I believe, to the left. If you keep on going, you will see the archers on the ledge. Don't mess with them. Once you open up the jail cell, the gate below should open. Go inside and do the magic with the chick and gold skull. Then, watch the witch come to life on the outside large slab and then kill everyone. If you are still stuck, then try watching the end of one of the "let's play" videos on YouTube. BTW, I am using v1.28 w/o issues.

Well, the mission can be broken by putting the Skull of Azuras Malky onto the stone slab of the Hyasha tomb inside the stone circle. The iron gate to the two other tombs will open, and you may still do the resurrection hurlyburly with Sarah, but the part with the urchins is broken then. The children may stand outside their cell, for example. They may also run out of the cell towards their flee point (the glowing mushroom near the decorative door), but they don't vanish there. They will then run back and forth between their flee point and the cell, but the objective will not be fulfilled.
The onscreen "Thank you" message (supposedly from the rescued children) tends not to appear on my machine regardless of whether I ruin the mission by placing the Skull on the stone slab, or do everything correctly.
Instead, the correct sequence of things is the one described by bjack, which worked for me, and makes more sense anyway.

For the "Keeper door" behind which the children are, there is no key. A lever should be just to the right of the door on the outside.

I also needed several visits until I saw the lever. Somehow, it's easy to overlook.
