Climb up the black pole next to the ocular superior , the rafters should be within your vision. The lift is automatic, so you may have to wait to see it come down in the centre hole of the rafters

They're not. Through trial and error I roughly know where the rafters closest to the pole are, but I'm literally jumping blind to land on a surface that I can't see, and then can't tell apart from the background.
Maybe this is happening because I have completed the first objective, that I'm supposed to do this section earlier?

Something seems wrong then, because you should be able to see the rafters after barely climbing the pole - What resolution are you playing at? Your level of Blindness will look different at different resolutions - It's possible that running *above* 1080p may also have an unwanted effect, too.

I'll give some pointers that gradually become outright spoilers.
Pointers:
The laser starts in a room on three floors; the lowest floor has a structure that looks like a funnel/cathode tube and enters into a pipe that contains a mirror on the middle floor. This is the start of the laser.
The middle floor is the top floor of the elevator, and has more mirrors to mess with.
The top floor (reached via a leaning walkway) has a single mirror, a door and a pedestal. The ultimate goal is to get the laser to emerge from this mirror, into the room.
Unfortunately the beam will have to travel quite a bit before it can emerge from that mirror, so more steps are required.
When people first enter this room the laser is turned off. There's a rotating switch on the middle floor that turns it on, but I'm not 100% that it can be turned off again, so keep that in mind.
And the laser is both invisible and hazardous.Outright spoilers:
The first mirror should point inwards into the machine, so that the beam is reflected to the right towards the next mirror.
The next mirror is pointed outwards towards the opposite wall, so if you just walk in and turn on the laser it'll burn a visible hole into the wall just beside where you're standing.
It's safe to frob mirrors currently reflecting the beam, but try to keep in mind where the laser will end up going.
Now, this next mirror should be frobbed to point down, so that the laser goes to the lower floor. Hop in the elevator and go down a floor.
The goal here is to align the two mirrors so that one of them deflects the beam from above and to the left, and the other deflects it down, towards the basement. They should both be aligned the same way.
Now get on the elevator and ride it down to the basement.
The laser is coming down into the pipe on the left, so frob the mirror so that it's pointed at the beam over on the right. The beam on the right should be turned so that it faces inwards.
The laser is now being pointed into a tube that goes through the white room, into a x-shaped unit in the ceiling of the hallway outside of it, and out onto the circular balcony (that's reached through the revolving door) where a bunch of mirrors are hanging down from chains. The laser is coming out of the square-shaped unit on the wall, and not the x-marked unit. The laser is currently just above head-height, so it shouldn't hurt getting near it.
Now the goal is to move the mirrors up and down to make a path for the beam so that it hits the central row of mirrors, which will push the beam down and below the balcony. The beam's journey through all of these mirrors is roughly circular, but careful observation should help spot which mirrors need to be moved.
Keep an ear out while doing this, once you've got the beam into the central mirrors you'll hear a door opening nearby. Now is the time to look into dropping down from the balcony, onto the bridge below.
The rest of the beam's journey should be self-explanatory, but I still recommend caution. Once the final lever has been pulled the beam will complete its journey. Return all the way to the top, but be mindful that the beam may be in your path along the way.
