You don't have to engage with them, you missed something in the arch mage apartment, by a door.

The Mage Tower has three levels: The Mage apartment, the ArchMage apartment, and the Mage Garden at the top. You need to explore the two apartments.

There is no key for the gate to Bafford Downs. Lady Bafford has her own way in, for her and her guests.
