I was there while swimming in the canal without the ability to get to the ground (canal if going through bank|museum district). Hangmen are in the area where I'm trying to get to, but electric fence is in my way.

Hm. Found it. There wasn't any riddle or lock. Just a path from which I was distracted and forgot about. Completely my fault.

Ok, your in the canal being swept along under the hanging people, let the current take you under the bridge, hug the left side and climb out onto the little wooden jetty, watch out for a patrolling guard, make your way left ..it's easier to go back down along the canal you cme by towards the portcullis and go around the building that way and avoiding the two guards in front of the large building with the steps in front, make your way as I said left and upwards (NORTH), avoid that guard and you will find a tunnel flip the switch and open the gate then go back and look up to the left, you will see some wood, shoot a rope arrow into it and climb up, look up and to your right, the top of the balcony is wood, rope arrow up..(you can get in that bedroom and loot it) come out of the other window along the slanted roof with a chai that goes across to the other side where a flowerpot is on a window sill...the key to that blue chest you cant open is in it, go back over the chain to the sloping roof and climb up onto the ledge...this will be the way into the lawyers office via a duct but you need to just go around the corner the turn around facing the way you came and run/jump at the corner across the gap to land on another thin ledge, turn left and run/jump over to a lower stone balcony..loot the room and go out the door and up the stairs..there is a guard up here be careful and deal with him, out on the balcony here SAVE GAME..you have to jump up on the thin balcony wall and run/jump over to the open windo to your left which is maddeningly just to one side and takes a bazillion tries to get it right, when you get in there there is a guard to deal with..outside that rooms door is the place you seek....have fun and save regularly.

The only thing my notes say about this is that it often occurs if the game uses an older version of the gen.osm file. Look into the folder where Thief 2 NewDark is installed. Look for a file called gen.osm. The right one should be 420 KB in size, and often has a file date of March 27th, 2000. Especially if your gen.osm is of different size, you have to look for the right one. I think there are links here on the forums somewhere, but since I never needed them during the last years, I don't know where exactly the right gen.osm can be found.
If your gen.osm has the right size (and maybe even the right file date), then I don't know what's wrong there. Sorry.

Thanks for that. Actually the very first posting by nicked on the major thread for this fan mission addresses that issue. I didn't see it because I immediately did a search within the thread for "key" and "mold" (LOL spelling mistake), and found a few querys with possible solutions, but no definitive resolutions. I was hoping for an update. Looks like I have to swap out gen.osm for the one provided by nicked and see if that solves things. And yes I will keep a copy of the original on my desktop in case.
I'm wondering, if once replaced, I can go back to the "save" point where I encountered the bug to see if it works. I would hate to replay the mission to that point only to discover it didn't solve the problem.

I can confirm that swapping out the old gen.osm with the one provided by smithed has solved the issue for me. Thanks smithed for the FM and the help. Thanks baeuchlein for your input.
Should I keep the new gen.osm or should I put back the old one after completing the mission ??

Keep the one that works. It is the "right" one, and several fan missions may fail if another one is present instead.
