It can be found in Dumah's quarters. It's on top of a circular stair from the workshops, there's a tall guardian at its entrance.

Going ahead and asking this: Where is the Room of Keys?
I really hope is not the third floor of the machinery rooms. I only see 1 way to get up there and thats thru the wooden beams and using rope arrows... NVRMIND... That just takes me to the beginning spot of the transition zone, lol...

It's in the northern part of the compound, near all the quarters/dining room and such. Go up from the machinery floor to the corridors (the floor of the transition zones), either from the elevator or the spiral staircase. Then venture north using your compass. I'm not sure how to help you precisely, the room of keys is between the water area and the air area.
