I try to conserve water arrows and only use them if there is no way to get around something. I’ve ended up having over 40 arrows at the end of a game. I usually find lots of healing potions and food in FMs, so I may buy one from the store. Rope arrows are a must, if available. Maps and hints if there. A few moss arrows. Pretty similar kit as others suggest.
However, since stores are pretty rare, I now simply cheat. I give myself $100K and just buy out the store. Problem solved :joke:

A nice loadout (without getting greedy) for most missions would be 10 broadheads, 10 water, 2 fire, 3 moss, 2 gas, 3 rope, and 1 noisemaker in arrows, 2 flashbombs, 2 regular mines, and 2 gas mines. I rarely ever buy potions (I'm also a reloader to never take damage) and never buy flashmines, flares or scouting orbs.
Whatever I start with I try to use as little as possible while ripping everything I can from weapon stores, armories, archers, etc, like amassing maximum loot although not tracked, and Garrett's a hoarding thieving taffer anyway. I can have 50 broadheads but will try to bj spiders or lure them into water, and I go to great lengths to retrieve all rope arrows.
I do enjoy temporary/unsaved diversions when I have lots of equipment, like getting up somewhere high and letting loose with fire & gas arrows, gas mines, regular mines (for bots/undead), flashbombs, and noisemakers down onto the city square, hammerite cathedral, zombie crypt or whatever, just to create total havoc and watch the reactions.

i buy nothing except for tips. mostly because ive never played these games without ghosting them. (except the very first time where i got scared by zombies and scarequit cragsleft)

That's why Thief is such an amazing game: different players can have absolutely different experience and have fun. For me, being caught is not fun. I tried a lot of different playstyles and found out that my favorite one is ghosting/perfect thieving.
Anyway, going back to the original question, I agree that the shop should have a little bit of everything. After all it is the player's choice whether to buy something or not.

In Thief 1 Missions i usually buy rope- water- and moss arrows, maybe some flash bombs as a help to neutralise guards at important and places, which are hard to just sneak around.
Sometimes, i buy noisemaker arrows for discrete distraction (In most situations, I simply throw an object like a bottle or something to distract guards). However, in Thief 2 I recommend to buy some extra fire arrows to destroy these annoying security cameras. Security cameras are a big threat, especially in some fan missions. Frogbeasts and Mines can be a good help for suicide bombing these security systems away. :ebil:
In fan and horror/outdoor/ghost-themed missions, i generally tend to act more aggressive - if there´s no No-Kill-Rule, I tend to eliminate the ai with broadhead arrows or with gas arrows and mines.
I never buy flash mines, healing potions or frogbeat eggs (in exception for frogbeasting, this means jumping from great heights safely), because I always try not to get hurt and flash mines or frogbeast eggs are too inefficient. Frogbeast eggs also have the disadvantage of creating too less distraction and a lack of deadly power.
Most times, I don´t even use my weapons, only my sword or the blackjack, because there is no "waste" on ressources. It would be an interessing concept to ban the usage of the sword and the blackjack from classic Thief missions. :cheeky:

My priority is usually water arrows, and I'll spend most of my cash on that. After I feel I have enough of them, I'll make sure I have a couple of moss arrows (in case I find myself needing to traverse a loud surface really fast or really often), and a couple of flashbombs & health potions in case of emergency.
After that I just see what I can afford with what's left

I only buy hints when available, and 1 or 2 rope arrows. That's it, I rarely use tools and weapons.
Give me a blackjack, lockpicks, rope arrows and I'm all set.

I tend to find there's never really much of a reason to buy rope arrows; you almost always start out with a couple (and a couple is all you need since you can usually retrieve it once you've finished climbing) and if you don't, they are almost always provided within the level at the points where they're useful.
