About the ideas of a Shock3...
It seems to me, that there's two main tendency among the fans (but probably just my glasses are distoring) ...the first, less popular perhaps, is the "Shock on Earth" (like Doom2) idea.

The other way prefers the original setting (lonley player on a space instrument aiganst a mad machine, with a story), and is more conservative about the gameplay, too. I think, I must invoke the frequently cited Kieron Gillen's sentiment, that a shock3 would destroy shodan (and she is the soul of shock!). I think, in a game with the original setting ought not use Shodan anymore, and must have a very new gameplay and gameflow.
It's obvious that it would be really hard to write a new and and aigan compelling story based on the original settings. From that viewpoint, a "shock on earth" has much possibility to create a good story aigan or replace the losses of narrative with a more complex world; and could be more loyal to the original gameplay.
So in my opinion, the system shock serie is unfollowable on its original way.

What if SHODAN took over Earth, but edited news reports, blocked satellite communications, et cetera to hide the fact that there's been a takeover? So on Earth, everyone continues as normal, in space, you are working furiously to try and get the message out before SHODAN starts slaughtering the populace?

Not a bad idea...but you'd end up going down to earth sooner or later. I'm betting SHODAN would have at least a few secret facilities (ex: droid factories) built planetside.

Yeah, but even still, the concept is the same- you're all on your own, but there's far more than your life at stake.

That's only one part of the shock atmosphere. One important question would be, who the hell is the main protagonist and why is he/she risking his/her butt ? This person needs to be someone with means (r-grade cyber implants and proper training perhaps :)) and most favorably a reason. In shock 1 the hacker was responsible for letting shodan out, so it was actually his mess. That's more than enough a reason to clean it up. In shock 2 the only reason to start with was maybe because of duty.
I think ss3 should start out at a retro-feel space station, play only one "level" there perhaps then shuttle down to earth, play the most of the game there, only to come back to the space station once more, perhaps because the whole mess went kapooie and earth is getting some thousands of megatons worth nuclear glow ;) Yeah, I loved the ending of T3.

as it's mostly pointless speculation.
As any die hard System Shock 2 fan recalls, Shodan is a highly evolved AI computer based entity. At the end of System Shock 2, Shodan has
some how managed to make the jump from computer based life form to human based life form via Rebbecca.
Once Shodan learned to make the jump from computer based AI life form to Human life form it was only a matter of time before She made the
next jump. She has managed to make the leap from 2 dimensional computer based entertainment to this world in the form of John Riccitiello
at EA. Prof is in the script.
Shodan deceives us at the beginning of System Shock 2 by claiming to be Dr.Janice Polito. Polito<--->Riccitiello.
Shodan in System Shock 2 is using you to take over the VB. Riccitiello is using stockholders greed to take over 2K.
System Shock 2 takes place in 2114. EA latest bid offer is up on 4/11/2008. Let's move some numbers around. 2008<--> lose the 008 and add
411 backwards and we have 2114.
Trioptimum in System Shock 2. A,E,I,O,U and sometimes y. We all understand it in regards to the English language.
Trioptimum, lets see, I,O,U but no EA.
Bottom line:
Shodan is now in the guise of John Riccitiello at EA.
For protection, System Shock 3 was captured with legal constraints to serve EA.
Ken and team are the only ones whom can come up with the creative ideas needed for a REAL System Shock 3 challenge.
Knowing this, EA must acquire 2k so as to destroy what creativity Ken and team have left.
Under EA, Ken and team will be assigned countless follow up mindless games of cookie cutter profit oriented status.
In the long run, the need for greed will win out at the cost of creativity.
Shodan wins. Game over. :)
