It's just a rumour.
To answer your question, I for one would find that disappointing. Unless it's in the intro cutscnene and the VB is quickly dismissed after that.
I wouldn't want to play SS3 on the Von Braun, that's what SS2 is for. SS3 should take place in a totally different location.

SS2 leaves us with the idea that Shodan is in the escape capsule, drifting into open space. I'm thinking it gets picked up by some space station years in the future, Aliens like, and then she infects the whole station. Voila.
The other idea I was thinking was that the capsule lands on a planet and she infects the settlement ... also like Aliens ... but a space station sounds more appropriate.

Yeah, sort of like the end of Lawnmower Man.
I can see it.
What I didn't like about that idea was it sort of loses touch with the feeling of being isolated and alone, which was an important part of the first two games.
If it's on earth, how do you keep it so it's still well contained and claustrophobic? (... and don't tell me 'put it at the bottom of the ocean' :p )

Probably by having SHODAN kill off everyone in your vicinity before the game starts, and having the government quarantine the area in an effort to stop her from spreading.
Then you only need a cramped building style to go with a future city.

At the end cutscene, Tommy mentions turning the escape pod around and returning to the VB. Since the pod is under power, it's not necessarily drifting. SHODAN could either return to the VB and try again, or head to Earth and try her luck there.
My personal idea for SS3 (if they ever make one) is that SHODAN is on Earth, stuck in Rebecca's body, and the player has to find and kill her before she gets her hands on technology that would let her upload her consciousness into Earth's computer system. That would be awesome.
