For some reason I'm more inclined to believe Ken Levine's opinion here.
You have to remember that Irrational was a small company, which typically means a lot of people performing tasks outside their job descriptions, pitching in where help is needed. With specific regard to multiplayer, implementing that sort of thing has a huge QA impact (as hinted at in the Gamasutra postmortem).
I guess we'll never know for sure.
Still, if you think about it, Bioshock didn't have co-op, yet the retail game felt just as rushed as SS2 in many departments.

I wouldn't like it on Xbox, otherwise it would have to have fps combat similar to doom 3 or something, which I like but system shock 2 doesn't fit that category... Bioshock tried that, and I didnt like it for that reason...
I'd rather want a system shock 3, more fan missions for system shock 2 or even an expansion.

Really? Bioshock has many flaws, but "rushed" is far from what I would describe it.

After Hephaestus, I started to feel like I'm playing SS2 again -- the maps progressively started to become a lot more recycled and rushed. The big daddy vat things made me go "ugh" especially.

You guys are right with Bioshock, it was rushed in gameplay terms at the end.
But no, not system shock 2, you realise that it is 9 years old? Though it's gameplay is still far superior from today? I mean comon, the presentation is still good for today's standards, the graphics (with mods) acceptable, sound (acceptable) and overall it is still a good game in today's standards.

I wanted to post a long post detailing why you're wrong, but I think this is a job best left to the shockgen vets.
Which makes this post kind of pointless.
