This isn't a respawning problem, but oh well.
Remember the "jellyfish floaters" (otherwise known as Psi Reavers) are only projections. You need to destroy the small brain structures that control them in order to be able to destroy the projections completely (you have been listening to your logs, right?).
If you travel all the way through the tunnel, you will reach the Many's brain room. Inside you will find the brain structures along with many respawning enemies and the brain of the Many. As your mission is to ultimately destroy the Many, it should be pretty clear what you need to do.

Yeah in Doom 2 there were the archviles who can resurrect enemies, but there are also the pain elementals who kept spawning lost souls if you didn't kill them. Apart from that, no respawning as others have said.

I was asking for tips as to how to do it.
I have slightly improved my position,having discovered 2 extra bodies to loot in the pool.
If I replay this game,I will keep a rad suit for the body radioactive areas,keep LOTS of prisms,and LOTS of health.
I can get to the brain with full health and destroy the controllers,but have no health packs left,few prisms,few grenades.many bullets.
It doesn't look good.
OK.

It's not a respawning problem.
The respawning enemies I was speaking of are not the Psi Reavers. They will respawn until you destroy the brain structures, but that's not a "problem"; it's how the game was designed.
As far as tips go, the best I can give you is this: don't stand still for more than two seconds. Keep running and it'll be less likely that you'll get hit. Don't bother fighting the enemies; focus on destroying the brain.

Thats exactly how it did it in BOTM. I went OSA + wrench and I kind of hid invisible where the cerebrals are lying in their niches, I timed the 3 stars so they would be coming towards when I rushed in and could take them out with cryo, then I invisible again to take position and use psi blade on the brain. I guess same is possible w/o invisibility, it will involve more running around straffing but I guess its quite possible (with lots of loading your save file).

Kept running,shot the controllers,then shot the stars,then grenades to the brain and I'm in!
No need to kill psi reavers or mumblers apparently!
Really thought I was stuck here!
More questions now,but I guess I'll save them for another time!!

That damn brain chamber is the sole reason I carry the stasis field generator around.
Psi users at least get a few more interesting options.
