Tarvis has a good point. Although I think a remedy to that would be giving normal enemies an absurd amount of health, to balance a drastic reduction in their respawning. Yes?
(That would make the game more exciting for me, anyways. After the initial scare factor, I also get bored of whacking every one of those many manys.)
EDIT: Oh, and leave out the standard hybrid and make them all shotgun hybrids. (Slightly more) Difficult and exciting.
Sure, not realistic at all, what with the absurd number of (jammed) shotguns and all. But I think the fact that there never seems to be a shortage of (jammed) shotguns in normal play is justification enough.

If you want to reduce the respawn to a minimum, you need to read the the readmep.wri of the patch or simply use ShockCfg and see its help about the monstertab. :D
