Whats the best weapon in the game and what should I be using early on.I am in the hosptial level because I just started a new game.

Not so much a better weapon but better *ammo* is where it's at. Learn tick the right one for the right target, and, although it is not as scarce as in SS2, do not waste it, as it comes in limited supplies.
And always make it a primary objective to find and reconfigure the Resurrection stations on each deck.

The best weapons are the Skorpion (ranged, and you won't be finding it until you get to Engineering) and the Laser Rapier (melee, which you'll find in the Maintenance level). You should just use whatever you come across in the early levels. Pipe, Dartgun, Spark... you'll find a Pistol by the time you're done with the Medical level. You'll also find a Magpulse (very good weapon against mechanical targets) in Medical, but you won't have ammo for it for a while.

And if you find several heavily armoured enemies some distance away from you, the rail gun is fun to use because you can pretty much fire as fast as you want and each shot is like a frag grenade going off so if you can just pepper your target and everything will fall in a few hits. :D
I also found that weapon very useful on security for cleaning out those cubby holes way up above you that you can't hit with any other projectile weapons. Just fire a rail gun shot in the general area and watch the falling assassin corpses.

Now I got a few questions more to ask.
1.What difficulty settings do you recommend for noob or someone who has never played before the first shock series game I have played and beaten was bioshock.
2.Since very early on the pipe become useless or I am not seeing its usefulness if so please divulge the secrets,Which weapon am I better of using the dart gun or sparq beam
3.Since the sparq beam uses no ammo other then you energy what setting should it be set to.
4.What weapon is best for taking out drones and assassins.
5.What weapons are most effective in what scenario or against what enemies
Thanks for the help so far I will appreciate any additional help.

I would leave the Mission and Puzzle settings on their default, 2. You may want to turn Combat and Cyber down to 1 for your first game because the controls can take some getting used to, but don't turn them down to 0, because then the game is no challenge and no fun.

The pipe is actually very useful for the close-combat baddies like Humanoid mutants and Serv-bots. It's also ideal for taking out any cameras it can reach. For any enemies with ranged attacks, you're usually better off with a ranged weapon until you get the Laser Rapier.

Both. Use the dartgun against humanoid and cyborg targets and the sparq against machines and robots.

Somewhere around second fourth (from the left) of the energy bar should be sufficient. If using it on cameras, turn it all the way down to conserve power.

It's best if you just experiment for yourself, especially on the lower difficulty levels. I strongly encourage this for your first game. If you get really stuck, however, there are guides on SBF.

When I get low on health I run back to the surgery machine and restore energy at a power station then go foward.So its like move a little deeper go back,then move even further is this a good tactic.Thanks for the help also the drone does look like Jean-Luc Picard.The sparq beam also looks like a TNG Phaser.

You can hang out on medical level and keep whacking mutants for med patches, though there really isn't any need. On combat 2, you shouldn't have to be too conservative...you'll start maxing out on patches and ammo if you hoard too much, plus you'll just be making things harder for yourself. Also make use of the portable batteries, there are plenty of them.
