In theory, anything would be possible if we had the sourcecode or successfully engineered a new version of the game. Since we don't, though... there's no known way to remap keys or change how the mouse behaves, other than the settings in the game menu.
That said, one item of interest is the VR headset support. I'm not sure if anybody has actually tried this out and can confirm, but I'm presuming that the VR inputs allowed freelook - in which case someone might be able to rig up something to fake the VR input using the mouse.
However that still leaves the issue of what to do with the mouse cursor itself. This is the fundamental conceptual problem with implementing freelook in a game like this: there's simply too many things to move around at once and not enough input devices. This is the reason why System Shock 2 went with a dual-mode (freelook/cursor) interface. Other games, such as realMyst, solved this by having your mouse act as a cursor until you got close to the edges of the screen, at which point it would rotate the camera - this compromise allows more freedom to interact with the environment, but also rules out using the cursor to control any HUD (like the inventory or the MFDs in System Shock).
In any case, not much we can do to the game at the moment to change matters.
