Oookay, I couldn't find out how to open these cells. I've found some "button" and a "switch" but they do nothing. I've looked through my 10-years old save files, but the one is in the beginning of the deck, and another one is in the very end of the game... too bad.
I will ask my mate, maybe he remembers more than me.

Just about to finish the level in question myself - and i could not find a way to open the cells (in fact none that were not open to begin with) with a few goodies behind them. Makes me fairly sure there is no way to get into them.

All I remember about the security cells is that there's a room where you press a button, that reveals another button, that reveals another button, that eventually opens up some loot and possible also unleashes some bots.
