If that was not such danger to others It is kind of funny. All those peoples lives were at risk,could have caused a major incident.

The framerate is accelerated at the end of the video, probably for dramatic effect. Watch the other cars moving and it becomes obvious.

If this is the tank chase that does those max-x shows and all that, I'm pretty sure what happened was that the retard tried to run the tank over the median strip on a freeway, he ended up wedging up himself on top, with neither track touching the ground, and couldn't go anywhere. And I'm pretty sure this guy didn't injure anyone either, just ran over some unoccupied cars, and a luckily unnocupied caravan.

Possibly. The story I heard from the interview was that 'I (The officer) climbed in, and saw him still there, working the controls. I then made the decision to bring the suspect down (By shooting him in the back).'
