I found the Expert Calcinator at level 15. So they're available to be found. I'm about to turn 17 so you mean I'll be able to buy them from a merchant then?

You should be able to buy them from merchants soon, yes. Items generally start dropping a couple of levels before you can buy them in stores.

I found every, single Master/Expert alchemy piece I have/had. I had the full Expert set twice over, and am one piece away from full Master.
