where is the telvanni counsel Hall in sadrith mora, i've wanted to join telvanni for a while but can't find the hall of mouths or whatever.

The council hall is the large orb like structure very close to the docks - you can get to its entrance by passing the slave market etc.
Once inside walk directly forward throught the next set of doors and you'll find your self in the council room itself - ask any of the mouths to join and do all their tasks.
I've nearly completed the Telvanni House and i think it's the best faction i've ever joined.

Just incase you get stuck the person you need to talk to about your stronghold lives in a large cave far down beneath the council halls.
Turn right when you walk through the first door and continue down through two sets of round doors (the last being at the other end of the temple you eventually find yourself in) you'll eventually find your self in the hermitage/cave.
