I tried searching, because there used to be some threads about it, but where are the blinding speed boots? I remember vaguely caldera. maybe I was wrong.

just head north of caldera so most people are wrong its closer to Ald'Rhuun so from caldera just follow signs to go to ald'Rhuun and you will see her by a pile of rocks

...once you see her (a redguard woman as i remember) go up and talk to her, listen to what she has to say, refuse her offer, and then just as she makes a comment about outlanders chop her head off and claim the boots as your own.
Oh and if you find an ork hiding behind a rock near where the naked guy is chop his head off - the ork annoyed me no end and the reward for my hard slog was... well... disappointing.

I happened to notice while playing with the pickpocket ability that one of the mages in the Vivec Mages Guild is wearing a pair of Boots of Blinding Speed as well. She's the one who is *ALWAYS* standing RIGHT IN THE DOORWAY to get downstairs so I always have to temporarily turn off collision to get by her (grrrrrrr... I dunno if that happens to everyone else ;)).
I tried to pickpocket them off of her just for grins but was unsuccessful. My sneak and security isn't quite high enough just yet, hehe. ;)

Btw, rather than turning off collision, just type 'ra'.. as far as I can tell all it does is reset the NPCs' positions, leaving dialogue & all else untouched. ;)
(This does, of course, inspire a rather amusing mental image... "Hum de dum de dum, don't mind me, I'm just rummaging thru your pockets.." "Hey, get back here, thief!" "Seeya, slowpokes! *zoom* *cackle*... *ulp*" "Slowpoke, eh? *zap*") ;)

I've heard that if like me you have the sign of the Atronach then the spell absorption ability limits the affect of the blindness; i personally don't see how this would be true but just in case I thought I'd ask.
(I haven't been around Caldera with my new character so i haven't had an opportunity to check.)
