Believe it or not, my thief/assassin/pirate character does not have sneak as a major skill. However, I've decided to come back to this quest later, after I've gotten sneak up a little higher.

Where is this spot? I did get the message, but didn't equip the arrow, and passed the place by. After exploring the area for a while, I didn't remember already which particular spot I was standing at :(

And the arrow - do I have to or do I not have to shoot it?

I think the spot should be fairly obvious, though it's been months since i did it. IIRC, it's on a sort of platfor directly infront of the statue, though quite a distance away. You should really save the game 1st, as it;s very easy to miss the key hole.
I don't think your agility will be high enough, especially if you don't have the boots. They give you a huge boost...

It's the area that used to be (or perhaps still is ;) ) blocked by the gates, with the pressure pad that actually uncovers the keyhole.

Is it possible not to have them? Isn't it the previous Grey Fox' guest where you get them for him and then he gives then to you for this one?
I do have them, and still it seems not to be enough :(

It's the little bridge just opposite of the 2 huge elf statues and the statue you need to shoot at. There are shooting crystals next to it, and the path to it is blocked by gates and the sections with the moveable walls and the couple of undead inside. The spot itself is a pressure plate; when you step on it, the statue with the keyhole will move and open the keyhole.
66 + the boots might be enough to jump for it.
Doing it the normal way by moving the walls and fragging the undead isn't so much more trouble though: you just need to open the (hard) door in one of the sides of the room, press the button, walk downstairs through the opening in the wall, then through a couple more rooms with more undead until you find another button. That one will remove the walls for you and you can walk normally onto the pressure plate.
Frankly, I think it might actually be possible to shoot the arrow into the keyhole from whereever you like, once it's open. Haven't tested that though at all, and maybe the elf statues would jump at you then.
About the arrow: yes, you need to shoot it into the keyhole.
1. get the walls out of the way by exploring the area beyond the (hard) door.
2. kill the undead that were inside the wall sections. they should be lower level than you and easy kills
3. walk to the area between the two formerly walls, the gates are now open, too
4. step onto the floorplate. look at the statues at the other side of the room. the huge one in the middle will open the keyhole.
5. stay where you are, take a hard save.
6. shoot a normal arrow into the keyhole. you will hear a distrinct metallic sound when it hits the right spot. Don't move the mouse now.
7. inventory, select the arrow of extrication. shoot it at the keyhole.
and off you go. :)

EDIT: Sneaking past the guard to the library was much easier using Hunter's Sight, although I should as well use Detect Life to see how far behind the round wall the guard was. Saw that he was pretty far to detect me even if I moved in the light so I quickly sneaked to another dark section, then - to the next one, without wasting a second. So, by the time the guard approached the entrance I was already from the other side of it. But that was the second time. I had to reload once. I got to the first dark section of the corridor way too late, just in time to see the guard approaching me. And, though he didn't see me, he seemed to be stuck. He wasn't going to move from that place, I could see that. He only repeated that he heard something, again and again. So I had to reload and try another successful one :)
Tasted pretty much like Thief :) And the guard reminded me drunk sleepy guards from Thief by saying he should cut on drinking (or something like that) and "Ah, must've been the wind!" :)

lytha shut up what these poeple want is something they can understand. when you get there well to the statue look for a gate not a door a gate on the top floor of the room when you get there look to your left you will se this botten thing dont press is yet scvenge around the room if you look on your map the says what room you are in you will see that there is a path behind a wall.then go press the boten i told you about and jump off that cliff thing and head down at the end of that secret path there will be a nouther botton press it and head back and you will find monsters when you get there and when you shoot the arrow point at its face if you can zoom in with your bow just hold the fire trigger and hold down block if you skill is high
and anouther thing if you are trying to sneak from the guards go to the mistyc imporiam in the impiriail city in the market place district and buy a scroll that gets you invisible and duplacate it
some times they have those typ of scrolls.look for it an every city if you have to
here is how you duplacate
grab at least to scrolls or more. no more then like13. then the item you want to duplacate.are you ready? ok first go to you invetory by pressing B ok then go to the 2 scrolls that you have go to the scrolls dont press anything ok then press on the to scrolls twice with the A botton and go to the item you want to duplacate and drop it and there you go! the number of scrolls determens how many have been duplacated oh ya dont hold on to the tow of the same items when you are duplacating you can only hold on to 1 at a time to the item you want to duplacate. if you want to duplacate 7 items get seven scrolls

well there is a botton on you left when you enter that room press it and go down the cliff thing

it dosent matter how much sneak or agility you have you need the invisible scroll
