Strange one this, I have completed the Kvatch part of the main quest weeks ago. Now I am [SPOILER]recruiting armies from each city after closing the Bruma gate[/SPOILER]... when I went into the cathedral lobby, I went to talk to the random imperial soldier left there, and he was all attitude, like "I know your sort you murdering b***tard" I am in the Dark brotherhood, so can only assume my notoriety factor prompted him to say it. Weridly, when I talked to him again he was all politeness! Two-faced git. I assumed once [SPOILER]you'd cleared Kvatch of the daedra that any npcs you spoke to would be all sweetness and light[/SPOILER] Apparently not!!

Guards react positively to your fame score, and negatively to your infamy score.

After finishing the MQ I was passing one of the gates (I think it was Bruma) and I saw a guard who behaved like a zombie. He stood near his dead horse, face toward the gate, hazy, eyes closed and when you spoke to him they wouldn't open. And neiher would his mouth. Looked spooky.

One of the beggars in Bruma usually drops into this zombie state for me. Sometimes, he starts to float around in this state. Creepy.
About the guard: yes, they react quite a lot to your infamy score. My new breton went for all the infamy quests before anything else, just because I thought it'd be fun to hear the guard comments. Their disposition dropped only down to 8 though (ok, so I had actually a bit of fame as well, because I had gained access into the university and done the quests of the twin brothers), so no real hostility except the comments.

I remember an old character who had NO infamy, never had a bounty, but a handful of "necessary" murders (like Grey Prince) and a lot of assaults going into the hundreds (he sneaked up and backstabbed lots of bandits/marauders and necromancers in the course of the Mages Guild quest).
Once or twice I talked to an Imperial Guard who said that he's seen people like me before who have killed lots of people and warned me not to draw my blade lest he attacks (or something like that). Initially I was befuddled as to the unexplained attitude.
Maybe the game checks the charactor's personal records of kills too ...
