Is there an easier way to rescale brushes besides the Scale button and then using the CTRL+RMB method? It seems too "iffy" for my tastes. One site says that scaling a brush takes it off the grid. Is there a way to quickly/easily create a new brush (without using the red builder brush) and manually enter its dimensions?

Vertex edit, top-left button, one notch to the right.
Select the vertex tool, then click the brush you want. Hold ctrl-alt then click and drag over the vertexes you want to select, then press ctrl and drag them with the left mouse button.
I think vertex edit mode displays the dimensions at the corners of the displays, but I can't remember.

Why? What point does it serve? Why not just use the builder brush?

If it gets taken off of the grid don't worry! Go to tools -> report off-grid BSP and then once its done that click align all in the popup window. Instant fix! (wish they had that in the original UnrealEd). Duplicating also takes brushes (subtracted or added) off of the grid so it can be very useful. Using the builder brush does not take it off of the grid so don't worry about that.

Much faster duplicating brushes that you already have, rather than spending time subtracting new ones with the builder brush. Also, it will be textured the same as the duplicated brush, saving you time having to re-texture it.

Even with the new settings for my ATI card that were suggested in another thread, I still can't build more than 4 or 5 brushes and then it crashes.
I have tried many different ways, but I think I'm going to try not having the camera positioned toward the part I'm editing at the time and see what that does. If it's an ATI/graphics problem (because of the file that gets listed in the error message: ati2vag.dll or something similar) maybe not having it try to render stuff that's being worked on will help. :bored:
