On my last playthrough, I was near the end of the game where you have to destroy the four enemy bots to open the com center. I was on the roof near the back of the facility. I jumped over the wall (to go outside of the map) and found a dead body on the other side. I certainly didn't put it there, so what was it doing there? It looked like Tracer Tong IIRC.

There are actually several dead bodies outside the wall, there's a few items on them (including a Range Mod). There's 1 scientist, 1 MJ12 trooper and 1 or 2 mechanics. You can get back to the main area by following the wall until you get near the bit near where Jock sets down.
