Whoa. I missed that dossier! Now I'm compelled to go back & re-infiltrate that Embassy just to find that document. I do wonder however, what happens if I start the game over and don't choose sides, would there still be battles (and battlescenes) between the Stormcloaks & Imperial forces that I would be privy to witness?
Thanks for sharing that info, Genshi.
If you don't choose any side you'll not receive the quests of the Stormcloaks/Imperials hystorilines.

I kind of wondered that Ulfric would have cooperated with the Thalmor in the least, but would still like to find that document only because it sounds interesting.
Dang. It would've been cool to be able to sit on a hill & watch the Imperials & Stormcloaks have at each other.

Personally I always sided with the Empire. The Stormcloaks, imo, only softened the Empire. I don't like the Empire either, but if the Stormcloaks are defeated and the Emperor dead, who else to lead but the new dragonborn who can kill anyone if didn't have anything to do with a questline. My idea, is to lure the Thalmor into a false sense of security before the invasion. I've fought so many Thalmor assassin squads and freed so many Talos worshippers after I killed Ulfric.
LOL... I'm tempted to drop dragons during the party to watch the chaos.

Yeah; I was pretty disappointed with the outcome of joining the Stormcloaks, but I have a tendency to root for the underdog, unfortunately. Next time around I'll be joining the Imperials with the same idea that you had (Ycat), which is to help lull the Thalmor into a false sense of security before the Empire finally rises up and squashes them once and for all. And you
KNOW that's gotta be the main quest of the next Elder Scrolls game!

Love the way you think! I'd like to see a clip if you decide to do that.

Thanks for that link Vernon. Boy! I wish I'd found/read that dossier
before I joined the Stormcloaks; it definitely would've made a difference in my choice.

Operational Notes: Direct contact remains a possibility (under extreme circumstances), but in general the asset should be considered dormant. As long as the civil war proceeds in its current indecisive fashion, we should remain hands-off. The incident at Helgen is an example where an exception had to be made - obviously Ulfric's death would have dramatically increased the chance of an Imperial victory and thus harmed our overall position in Skyrim.I didn't notice any Thalmor agents in the vicinity at that time, but then again, I was kinda preoccupied with my own impending doom. I do wonder how the Thalmor intended to intervene before Ulfric's beheading had Alduin not made his timely appearance. My guess is that the Thalmor had a collaborator in place ready to intervene, though I'm curious to know who that may have been.

The so-called Markarth Incident was particularly valuable from the point of view of our strategic goals in Skyrim, although it resulted in Ulfric becoming generally uncooperative to direct contact.Once again, I must've missed some document or info regarding this, since there's no information on TESWiki about the Markarth Incident. Anybody know what exactly happened there that caused Ulfric to be considered 'generally uncooperative' with the Thalmor?

(NOTE: The coincidental intervention of the dragon at Helgen is still under scrutiny. The obvious conclusion is that whoever is behind the dragons also has an interest in the continuation of the war, but we should not assume therefore that their goals align with our own.)
The assumption by the Thalmor that 'someone' was behind the dragon attacks made me chuckle. As if anyone could control or command Alduin and his minions. Right.

I believe they're referring to (

Gosh, don't you read anything in the game?
