Is there a way to stop sand and ash storms? Or at least reduce them?

if you have the computer morrowind, you can change all of that! i dont think you can in gameplay. or on xbox. to change it in the editor, select the region, and edit the possibility of occurance for, fog, rain, clouds, overcast, ash storm, blight etc.

There's a console command to edit the occurance of weather types... but I don't know it.
