Yes, that is a sure sign that UAC is turned on. You need to do the following:
1) Uninstall K-lite codec pack.
2) Uninstall Thief 1, and delete its directory in Windows (this removes ddfix as well).
3) Turn off UAC as described in Method 1 (

4) Re-install Thief.
5) Re-install ddfix.
6) Re-install K-lite codec pack.
UAC stands for User Account Control, and is a Windows security measure. It stops any user editing files in certain directories. Unfortunately, this has the side-effect that mods such as ddfix or Fan Missions may not work, as it won't let you save any changes to files or directories in that path (this is exactly what the problem you mentioned in your last post is).
While it is a useful security measure like its counterpart in Linux (on which it is based), actually making modifications to the directories you want to change is more difficult than in Linux, so it can get frustrating really quickly.
