Okay, that is kind of weird, since as far as I remember the actual location of the light is generally above the actor for things like candles.
You might try checking the properties, it's been a while, so I may not have it exact, but there's something along the lines of Light/HardpointOffset which controls where the actual light comes from.
If you've cloned your candle from somewhere it might have glitched to the origin of the model (but should actually be fine in game, even if it's not right in the editor).
Otherwise, if all it takes is moving the light up a little then that's probably the solution to go with, but that is something it may be helpful to know about... :weird:

Looks too simple, it's just one stretched texture on it, while a mace should look more or less like this:
