It appears to be a global lighting glitch. The stripes only appear on surfaces facing the sun.

On my 0870876th run through I encountered this. Got sucked in and spat out miles away into a heavily radiated spot, thank you. Never seen it before.

well it looks a lot like the teleporter anomalies in chernobyl NPP. I'm guessing one of the mods put it there.

On my way back to the Bar area I was greeted by this pack of about 20 dogs and pseudodogs. There were a couple of Snorks and a bunch of rats as well.

After chucking a couple of grenades at them, I found out that standing on some pipes above an Electro anomaly would cause them to run around beneath me, killing themselves in the anomaly.

Patch 1.004 sure causes interesting things sometimes :p
