That's not unusual, considering that his rig is somewhere between minimum and recommended configuration. I have similar specs (7600GT though) and I'm using very similar settings (grass shadows off). Although I wonder how steo managed to enable AA with Full Dynamic Lighting - the AA slider is useless if FDR is enabled. ;)
Regarding -noprefetch, I have similar experience. It helped me to reduce loading times, but stuttering is quite frequent with 75% textures.
I an still convinced that FDR is the biggest performance eater, far more than viewing distance and polygon complexity of the scene.

It's simple, he's got an x800. ATI can do both FDL with AA.

Why don't nVidia allow AA to be used with other features (or game developers)? If you have the hardware I believe you should be able to enjoy it to the fullest.

It's not so much as they don't
allow you to do that; it's a problem with the current architecture of the GPU/shader pipelines that doesn't allow both AA and FDL(HDR features anyway) at the same time. I bet they'll get around to that with the next generation of GPUs, 'cause it looks a bit dumb when your rival does it and you don't.
Notice that enabling both at the same time is an horrible resource hog.

Last I checked:
No video card can do STALKER FDL + true MSAA. The in game slider is supposed to apply a post processing shader effect, not true MSAA like you get from forcing it in a driver, or in most other games. I seem to remember there being a bug which made it do precisely nothing though. As for true MSAA simply cannot be done with deferred lighting on current hardware, at least in DX9.
Don't confuse this with the issues Oblivion had, where the nV6X00 series couldn't run MSAA while using the floating point frame buffer that Oblivion used for HDR. It's a completely seperate technical issue.
