It's essentially fan-fiction and authors can really only write such for themselves. No one's interested in putting much effort into a non-existent project, or they would've already put in the effort by now. We've seen hundreds of projects start and never reach a conclusion, and those were real attempts, not pretend. If it matters enough to you, you will work on it, regardless of other people, and it's best to not wait for others to step up if you want it to go somewhere.
