So if you use both shields but no armor; it is 0.6 x 0.15 = 0.09 + 0.60, ie. 69%?

It's 66%. The first shield lets 85% of the damage through (15% reduced), the second let's 40% through; so the total damage that gets through is 0.85x0.4 = 0.34, making the combined reduction 66%.

Add to that the powered armor with a further 50% reduction putting the grand total at 83% reduction. Not bad!

Assidragon gave the right percentage:
0.4 x 0.15 + 0.60 =0.66 (60% reduction followed by a 15% reduction on the remaining 40% that got through)
