Simple, make the crew quarters area much bigger.
Hell, make it a seperate sector. :p

Quarters need to be scattered around the ship so that people can get to their jobs or not be cut off from their posts should something bad happen, or so that catastrophes causing some quarters to be inaccessible can be compensated by having people share remaining rooms in other quarters sections. But yeah, there should be such a section on each deck, at least.
