It fixes that bug, along with a lot of others.
There's no real 'best' character. I'd advise against going straight OSA with no weapon skills, though. PSI-only is quite challenging.
For starting skills, I'd recommend a bit of standard weapons, hack if you can get it with your career choice.
If you go Navy, I'd advise Hack. The +2 Cybernetic Affinity will help you have an easier time of hacking, but the +2 Standard Weapons will give you an edge in combat. Personally, I wouldn't choose Research anywhere.
If you go Marine, I'd personally choose Energy Weapons (you get a free laser pistol that way IIRC), but the other two weapon choices are also good, and in fact you'll probably prefer the free grenade launcher that comes with Heavy. If you go energy weapons, definitely get Maintenance (as also allows you energy weapons to hold more charge), otherwise go for Maintenance or Modify. Repair is fairly useless.
If you go for OSA, I found the choices there to be not that significant, as most of the Psi powers you can choose are weak and of limited use. If you want to use Psi a lot, take the +2 Psionic Ability. If you're not good at dodging, the extra HP that +2 Endurance gives you can be useful.

thx for all the help.
I was thinking of going psi for the later stuff w/some hack and minimal weapon skills.
I would probably go navy, but osa gives you the free lvl 2 psi which is worth 20 pts of cyber modules, so maybe osa and try to add hack and weapons later?
I thought repair sounded good -- couldn't you repair stuff that you failed to hack?
oh -- and I'll be playing co-op multiplayer on lan, if that makes any difference.
oh yeah -- the other thing I wanted to ask is if the psi skills effectively replace hack, and if they do how long does it take to get there?
edit: I don't even know if his game will run, so maybe it's all moot.

I'd strongly recommend that you play the game through singleplayer once before playing multiplayer.
You can get a psi power that allows you to hack later on. The actual hack skill is much better and cheaper (nanite cost of hack compared to nanite cost of psi hypos) though.
Repair does allow you to repair things that you fail to hack. It's better to be good at hack and not fail in the first place, though. Hack is of immediate use at the start of the game. Repair is not.
PSI is not magic. Bear in mind that the only way to restore psi points is with psi hypos, which are not in the most abundant supply. I have completed the game at Impossible using only Psi, but it's very challenging. If you go for mainly Psi, you will find yourself using mainly the wrench and other mêlée weapons to take out most enemies. (That might well be the case anyway).
Psi powers are extremely ineffective against robotic targets.

Yes, it does make a difference. It means you'll be trading an exquisitely crafted single-player experience for a lol u shot me dude kekekeke lame-ass multiplayer experience.
If you want multiplayer SS, do Serious Sam instead.
