This doesn't make sense. One skill involve handling a car at certain velocity and awareness of (and reaction to) other cars at similar velocities. The other is shunting a bulky object into a small space. Different tasks.

ALWAYS let the asshole have the right-of-way...If somebody is tailgating I always slow down for safety reasons -- the separation needs to be appropriate for the speed, and if their distance is not safe I will slow down until it is.
I'll be delighted to let the asshole pass at the earliest opportunity, but that doesn't mean I am going to (a) pull over to let him do so, or (b) drive at a too-high speed with him still on my tail just to keep him happy.

It actually makes perfect sence. If you are not aware of where your car is and how to steer it in a situation where you're going less than 5 mph and the other cars are not moving you've got no clue driving at 65 mph around other moving objects.

It's not about the direction you're driving, it's about understanding how your vehical reacts to your commands, and realizing where the corners and sides of your vehical are.
I do agree that parking and driving on the highway are two completley different worlds, but letting someone drive on the highway when they can't even paralell park, is like letting someone fly a commercial jet full of passengers, when they haven't even learned to land yet.
I think if you want to take on the responsibility of driving, you NEED to learn and master it all. Starting with the most basic.
If you can't even park without hitting something or lining up in the parking space, then obviousley you don't have the perception needed to operate a machine capable of killing you and many others on the roads.
People just assume that driving a car is just another thing that we do like riding a bike or surfing the internet, and they tend to forget that people die every day while driving. They think it's okay to drive tired or stoned or drunk simply because they want to believe that they're superman and nothing can alter their perseption, but I say if you're that dumb to put yourself and others at risk like that, then you have no perseption in the first place.
