Well what needs to be solved is bringing down costs / developing better and cheaper technologies. We certainly for example need much faster propulsion for rockets to get to places quicker, and we need to develop plant life that would survive and thrive on Mars + start creating oxygen.
Once we have that it's do-able. Looking only at the costs like Bulgarian_Taffer said is the wrong way to look at it, when the long term benefits are there.
Any standard project analysis incorporates both. In finance you analyze potential projects as cost vs. the expected, risk-adjusted reward over the lifetime of the project ("risk adjusted" relative to a baseline). If your analysis indicates that the reward of that expected time outweighs the investment cost and risk that generally means you will recommend going ahead.

If you care bout space, better follow Richard Branson and Jeff Bezos. These guys get no penny from the government, yet still do some cool things. Like Bezos, he sends rockets to space and back.
Different incentives. Bezos and Branson are interested in the long term financial return of these projects which may well be significant. Space tourism aside I would imagine that there is a lot of money to be made outsourcing zero-G lab space.
The politicians? Space exploration doesn't help their poll numbers, attract dollars from wealthy donors, or help them fuck underaged Thai hookers...so they have no reason to care.

SpaceX's Starship spacecraft and Super Heavy rocket (collectively referred to as Starship) represent a fully reusable transportation system designed to carry both crew and cargo to Earth orbit, the Moon, Mars and beyond. Starship will be the world's most powerful launch vehicle ever developed, with the ability to carry in excess of 100 metric tonnes to Earth orbit. Drawing on an extensive history of launch vehicle and engine development programs, SpaceX has been rapidly iterating on the design of Starship with orbital-flight targeted for 2020.
