That is correct for damaging effects like elemental damage. For absorb health (and I reckon absorb fatigue/magicka/blah blah blah) the duration represent the amount of time your health can go beyond the maximum. For example you have 90/100 health. You cast a absorb health 30 pt for 3 sec on an enemy. His health would drop by 30 pts while yours rise to 120/100, and would stay that way for 3 sec, after which it would drop back to the normal maximum of 100/100.
