They are mostly found in Shrines. The evil shrines where the really bad AI are located. If you look at the base of the big statues...that's where you'll find them.

What's-her-name upstairs at the Balmora mage guild has one. I think it's loaded tho'. ;)

Once you advance some levels - then you'll start finding them all around...
I've found most dungeons it stubled upon in the wilderness, smugglers' dens and that kinda places. I've at times found up to 10 Grand soulgems in just one of those dungeons.. They are just lying around in the crates.

Telvanni merchants usually have them... the ones that buy and sell general goods. Some enchanters have them too.

Just buy it from her, long as you don't sell them anything they wont know you stole... I rob the Caldera Mages Guild of over 5000 ofstuf but I can't sell i anythere cause no one will buy ALchemy Equipment.
