Basically, Stalker has two main story lines - main story line and main side story line ("Kill Strelock"). You'll get the key and instructions about what it unlocks if along with main story line you will follow the main side story line.

I think it's the doctor you meet back in Strelok's stash in Agroprom who gives you the key.

He doesn't give you any key, he just lets you know the location of the stash with the decoder.

Thanks for the replies. I'm thinking about trying the Redux mod, but now I'm not so sure. It seems like it'll make an already hard game even freakin harder!

I never finished my first game as it seemed to be over to soon. I got to Chernobyl after the [SPOILER]timing thing [/SPOILER]and stopped. I've restarted a new game and going to take my time. I found the PDA log with the quests kind of convoluted and failed a bunch of things. Going to pay more attention this time.
