I always felt the one-armed shotgun hybrids were simply reskinned Thief guards pointing with their swords. Check out the animations sometime. They are nearly identical. Same with the way the detection animation is rendered. The guard/hybrid bending slightly and sweeping left and right.

I guess it's how you see the hybrids. I had the same reaction to them as to the villagers of Resident Evil 4- not mindless automatons, but not intelligent and crafty sentient beings. It seems apparent by their use of technology that as a whole the Many are quite intelligent, so to me it seems that they would act very much like humans. Still, to each his own.
