That's for the original Deus Ex. The artical saying it was for DX2 was an April Fool's joke. 10 seconds of browsing the site you linked to would have told you that.

Wait are you sure it's an april fools joke? Just 'cause the site says it is doesn't mean they really aren't. Maybe it's an april fools joke of a easter bunny guy. So yeah.

They said it's a joke on their forums after April 1st, so I'd say that makes it official; there's not going to be a mod for Invisible War.
There's no SDK for the game either, so it'd be virtually impossible to make a proper mod for it anyway.
