It´s called a "manual". You´re supposed to "read" it.

The correct term is 'RTFM.' But the manual doesn't help our All-Capitals friend here because he's asking about the Construction Set and not the game.
The tutorials on the official site are best, even though you said you looked at them. You can also google for tutorials online. Just a few pointers:
[-] The scroll wheel (on your mouse) can zoom.
[-] Click on an object with your left mouse button and hold it down, then move your mouse. This allows free movement along the X and Y axis.
[-] With your mouse button held down, also hold down the X key to only move the object along the X axis. Hold down the Y key to move it along the Y axis, and the Z key to move it along the Z axis (which is up and down.)
[-] A useful feature is the grid. This locks items in place, making floors and walls seamless in their connection. This is very important for modders! On the toolbar at the top is a button with a grid on it (mouse over reads 'Snap to Grid.') Click this to toggle it on and off.
[-] And remember: After loading the Morrowind masterfile (as well as Tribunal and Bloodmoon if you have them), use the tabs on your left to go through items. Then click on them in the list and drag them into the window on your right.
(Oh, and you shouldn't provoke BBD for the same reason that you shouldn't feed bears :thumb: )

That's the one I was thinking of! Yes. I have it, too. It's very good, very handy.
