Glass bracers can be bought in Mournhold (you'll need the expansion) and I think there's a pair at Ghost Gate (not too sure though). As for the others... Haven't a clue.

I think driver's right. There are a pair of glass bracers at the smith in the basement of the Temple of Dusk, Ghostgate. I think.

You think right. The smith in the basement of the Tower Of Dusk sells a complete set of glass armour - for a steep price, natch.
And regarding Alchemy equipment - the next set up is "SecretMaster" equipment, and there are none existing (physically) in Vvardenfell. And as far as I can tell, no-one sells them either. Therefore, if you're that desparate to get them - Grand Master equipment isn't that bad you know - you'll have to summon the equipment as follows:
player->additem "apparatus_sm_[equipment type]_01" 1
So, for the Secret Master Alembic, you'd bring up the console and type "player->additem "apparatus_sm_alembic_01" 1".
And there you have it. :)

Yes, the entire set of Glass Armour can be 'acquired' in the Tower of Dusk, Ghostgate. In the lower level, a smith sells them. The bulk of the pieces are on his shelf, two pieces (quite sure they're the bracers) are on the a few boxes behind him, and the other few pieces are in one of the boxes. The pieces in the box are randomly selected, so to get the piece combination you want (if you're after an entire set), save before you go into the door (loading door, into the lower level after going down the stairs) and then run over and barter with him to see what he's got. It took few a few tries to get all the pieces (Tower shield and Greaves are only in the box, so sometimes they don't come up, instead you get like 3 or 5 Helms or something silly like that). He's also got a glass longsword and enchanted glass dagger, so a big profit to be had!

Stainboy. Why would they make a set of apparatus that you could never have or use? Is this the equipment that master alchemists in the shops use?

Well, I checked in the Construction Set again, and apparently it exists no-where in the game. The only way to get it is to cheat - a strange addition, as you say.
